EICS is entrusted by Government of India to run a home for girls under the Integrated Child Protection Scheme of the Ministry of Women & Child Development. This home often called CNPC,  provides shelter care and protection  to girls between age group 6-18 years against any perceived  or real  danger or risk of their life or childhood viz violence or exploitation at any place, child abuse, trafficking, sexual abuse, child marriage etc. In our CNPC home called NAVEENA, started on 26th February, 2018, total care and necessary services as per order of Child Welfare Committee of Birbhum District or by court are provided for the rehabilitation and social reintegration of the restored inmates.

The girls of the age group 6-18 years are restored in this Home, and provided with care & protection and other necessary services, as per order of the Child Welfare Committee of Birbhum district or by court order. During the reporting period 19 girls are already present from the previous month and 41 girls have been taken admission at the Home and also 36 girls have been released.  The end of March 2019, 23 girls reside at Home. 

Since inception, 66 children (girls) were admitted to this Home. Among them, 17 inmates have gone to formal school and 36 inmates have been provided with vocational training and informal education at Home.

Services: 

  1. Provide safe shelter and treat them with dignity and care
  2. Provide day to day necessary facilities including nourishing food
  3. Medical Care 
  4. Rehabilitation (psychological, social, economic)
    • Counselling for re-adjustment in family on society
    • Counselling for mental strength for being self dependent
    • Formal and non-formal education, along with the support of tuition at Home
    • Vocational training on embroidery hobby loom, custom jewellery, making Jute materials
    • Training on developing leadership attitude
    • Rehabilitation and social re-integration through the process under the juvenile act, based on the individual care plan of the child, preferably through family based care i.e. by restoration to family or guardian with or without supervision or sponsorship or adoption or foster care
    • Milieu based interventions and individual therapy for every child 
  5. Physical exercise, Yoga
  6. Music and dance classes, Theatre workshop, Karate training
  7. Recreation - library facility, watching television with cable network, listening in music through Home Theatar, free play, outing, excursion, picnic, participating/attending in local festivals and functions
  8. Organize inmate’s bank account, Aadhaar card.

Rehabilitation

During this period under report, 37 Inmates were released and restored to their families, 31 inmates were released by CWC (Birbhum) order and 6 inmates by Court order. Among them 5 inmates were restored to other Homes and 32 Inmates were restored to their guardians (three of them were restored to their family in other state Bihar and Assam). One inmate gave birth to her baby girl and according to her concern; the newborn has been restored to SAA (Special Adoption Agency), Birbhum.

Others Activities:

During this period (1 April 2018 to 31 March 2019), the inmates of ‘Naveena’ CNCP Home participated in Bengali New Year Celebration, Durga Puja Celebration, visited functions of different local Pujas. The birthday of every inmate was celebrated. Inmates actively participated in the exhibition organized by this organization at Poush Mela, Santiniketan, X-mas celebration, and New Year Celebration. They enjoyed Picnic at winter. They performed theatre on the occasion of the function of Tenth Elmhirst Memorial Lecture organized by the organization. They organized Saraswati Puja and also participated in the observation of special days, enjoyed local festivals. Inmates participated in the cultural programmes at the district and at Poush Mela organized by the district authority.

Papiya Halder Chattapadhyay (DSWO, Birbhum), CWC Members (Malda), Sri Ranjan Kumar Jhaa (ADM, Birbhum), Sri Avhro Adhikari (SDO, Bolpur), Sri Mukteswar Thakur (CDPO, Bolpur), Sri  Goutam Das (Deputy Director CRT, WB), Sri Soumyajit Barma (SDPO, Bolpur), DLIC (Birbhum), Smt. Lina Gangopadhay (Chairperson of Women Commission, WB), Director of Child Rights and Trafficking , CWC members of Birbhum, Smt. Anita Basu (Member of WBCPCR), Sri Kallol Kumar Das (JD/CRT), Additional District and Session Judge, Bolpur, Sri Srikanta Achriya (famous artiste), Smt. Arna Sil and many other Government & Non Government distinguished persons visited the Home.

Children Committee: The children Committee meetings were held in every month. By voting one monitor and two captains (age group wise) were selected by the inmates.

Home Management Committee: The meetings of Home Management Committee were held in every month for monitoring (care & needs), development, and follow up of the children’s suggestion box in the CCI.
